You can’t play any unit.

With no killed unit, Baited Hook’s Might check returns a null value. The same happens if the unit dies before Baited Hook resolves.

Can these cards save a unit already in base or already exhausted?
Yes. You heal, exhaust and recall as much as applies, and you exhaust the unit even if you can’t recall it.
