Blast Cone stuns him. Back Off on a stunned Gangplank does not give him +3 Might this turn.
Explanation & source
Blast Cone’s stun doesn’t choose him, so his replacement can’t apply. Back Off performs no stun on an already stunned unit, so there is no event to replace.
